Can I take out rent guarantee insurance on a student tenant?

In theory, yes. Just because they may not be working, as long as they can prove that they can afford to pay the rent, e.g. student loans, bursaries, etc then you shouldn’t have a problem obtaining RGI.

Can I reference tenants primarily through your Tenant Alert Directory?

They can reveal if a tenant has just left a landlord or agent with rent arrears or property damages, BUT they can’t tell you about the financial history of a tenant, their affordability status or whether they have the right to reside in the UK either.
