My understanding is -by law it has to be 6 months AST . Unless someone can correct me on that point? You can tell tenants they can leave early. I let my tenants leave early if they need to. Remember that from the day they leave, the landlord will be liable for the council tax and utilities until a new tenant moves in.   

The fixed period can be of any length up to seven years but whatever the fixed period the tenant has the absolute right to stay for a minimum of six months.  As to the council tax, Patricia is correct in stating that it is the landlords responsibility after the tenant has left and handed back the keys.  However if the tenant does a runner then it depends on the way the tenancy continues after the fixed period, Contractual periodic or Statutory periodic.  If the latte rthen the landlord is immediately responsible, if the former then the tenant continues to be responsible until the tenancy is legally ended.  The form of continuation should be defined in the AST as contractual periodic.
